Definitions and Abbreviations

  • BSP – Backup Safety Person.
  • Caving trip – Where a FUSSI member is undertaking a FUSSI endorsed caving trip and is absent from home for one or more days.
  • FUSSI – Flinders University Speleological Society Incorporated.
  • Major sealed roads – Roads anywhere in the state that are sealed and are major arterial routes.
  • PLB – Personal Locator Beacon (EPIRB).
  • Remote and isolated trip – Trip in an area where the response to an emergency will be hampered by distance, location, terrain, time, accessibility, lack of emergency services or other factors. This can include areas within the Metropolitan area that are away from habitation, or are inaccessible by vehicle or areas where communications equipment is unreliable.
  • RFDS – The Royal Flying Doctor Service.
  • SPOT – Spot Tracker™ (GPS tracking device).

General Information

This directive applies to ALL FUSSI members.
Adh2erence to this directive is mandatory.
Trip leaders conducting a FUSSI caving trip, including within the Metropolitan area, will be equipped with appropriate communications systems and must lodge a travel itinerary with the nominated BSP.
The BSP is appointed by the Trip Leader. They are available to receive the scheduled log-in calls and are contactable at any time if required.

Notify the Nominated BSP of emergency situations when able to do so.
Two types of communication equipment appropriate to the field area, ie. satellite telephone and mobile telephone if working within mobile range, must be carried in the Trip Leader's vehicle. A PLB for emergencies must also be carried. Telephones should be checked regularly for messages and missed calls.


One daily log-in call to the Nominated BSP is required for all field trips of more than one calendar day unless special conditions apply (see points 1 to 5 below).
Log-in must be made every evening by the time determined by the Trip Leader and Nominated BSP.

Changing the log-in schedule times

Special circumstances requiring changes to the log in schedule must be organised with the Nominated BSP in advance.


Provide an itinerary and emergency contact information to the Nominated BSP.
Confirm with the Nominated BSP that the itinerary has been received before departure.
Provide the following details on your Field Itinerary:
  • First and Surnames of all travellers in the party.
  • Emergency contacts for all travellers in the party.
  • Identify all travellers and all vehicles in a large party, including non-FUSSI people.
  • The duration of, and dates for, the trip.
  • Vehicle identification – number plate, make, type, colour.
  • Mobile and Satellite phone numbers for party members.
  • Other number as applicable eg. ERD Spot Tracker™ details.
  • A detailed day-by-day itinerary.
  • A list of local contacts for the area being visited (eg. Station contacts, motel name etc.).
  • If possible, provide an A4 map of the proposed trip with proposed fieldwork and overnight locations highlighted.


On the day of departure an evening log-in call is required. This log-in call should be made by the nominated time and no later than 12.00 midnight. For practical reasons the field party and BSP may agree on a different time for the evening log-in if required.
Evening log-in must be made by the nominated time or no later than 9.00pm on every evening of the trip unless other arrangements are made with the Nominated BSP. Advise present status, location, and any changes to be made to the proposed (eg. change of overnight location).
On completion of the trip an evening log-in is still required when the party is travelling from the fieldwork area to home. The evening log-in should be made by the nominated time or no later than 9.00pm, or once the greater Metropolitan area or home has been reached, if that occurs beforehand.
Failure to contact the BSP at the designated times will trigger a level 1 emergency response (see below).


The Backup Safety Person (BSP) will:
  • Be available to receive log-in calls at the requested times.
  • Ensure emergency contact names and numbers for members undertaking the trip are received
  • Monitor log-in calls so as to be aware that all required calls are being made.
  • Accept and pass on any messages to and from the caving parties, and take action to expedite requests from the field.
  • Notify members when a catastrophic or extreme fire danger warning is issued for the work area.
  • Contact the caving party that has missed a log-in call prior to initiating a level 1 emergency response.
  • Initiate a level 1 emergency response if necessary (see below).


If no evening log-in at the agreed log-in time or by midnight the BSP is to contact the caving party. If no contact is made, a level 1 emergency response will be initiated (see below).

LEVEL 1 EMERGENCY RESPONSE (Nominated Field Safety Officer)

The BSP or other designated contact person will make continuous attempts to contact the field party by all available communication means.

In addition, the Nominated BSP will:

  • Contact any other known parties in the area.
  • Contact local landowners to ascertain if the party has been seen in the area.
  • Contact SA Police to ascertain if a vehicle accident or other incident has been reported (131 444).
  • Maintain a written log of calls and actions.
Prior to a level 2 response being initiated, family members of the individual/s should be contacted to identify whether they have had any contact.

LEVEL 2 RESPONSE (managed by SA Police)

The Nominated BSP will:
  • Contact SA Police through 000, with the request that a coordinated search be undertaken.
  • Provide the police with all information pertinent to the caving party, with as much precise detail as possible regarding planned location and movements.
  • Where appropriate arrange to notify all relevant family contacts of each person in the field party that a police search is in progress.
  • Arrange to keep family members informed and arrange support where appropriate.


PLBs and SOS buttons on Spot Trackers™ must only be used in a serious emergency where you are unable to use other communications equipment to seek assistance.
Both PLB and Spot Tracker™ (SPOT) rescues are not controlled by FUSSI and are equivalent to a FUSSI level 2 response, using local SA Police to locate the person.
Members using SPOT should also carry a PLB, as the rescue response time is much faster with a PLB.
If a registered PLB is activated, the Australian Maritime Safety Authority (AMSA) Rescue Coordination Centre (RCC) will contact the Nominated Field Safety Officer or other nominated emergency contact first for further information before starting the rescue operation. The Spot Tracker™ operates in the same way and will notify the nominated emergency contact person and AMSA but this may take longer than the PLB.

After PLB or SOS activation

Nominated BSP or other emergency contact person is to record the PLB or SOS location coordinates from RCC or SPOT.

Accidental PLB activation

Immediately switch off the beacon and notify the RCC Australia as soon as possible by calling 1800 641 792 to ensure a search and rescue operation is not commenced. There is no penalty for accidental activations.
